This is a four level system designed to use the right style and process of negotiation in order to deliver the business needs identified. Which of the approaches to be used will depend upon a number of factors:

The supply positioning for the desired spend category.

Whether, as a consequence of the above, a normal approach to negotiation will be adequate or not.

If a special approach is needed then the appropriate one from levels two to four will be chosen and applied.
